It Is a concrete floor that has been chemically treated and grinded by metal-bonded diamond to  smooth and shiny surface.

Polished concrete is made by grinding the concrete to expose the aggregates, when the desired sheen is achieved, then concrete is be densified and/or stained.

Levels of diamond grinding, the first level is called "Concrete Milk", being a minimal surface shave known, then you can get up to the 3rd level with a more rigorous approach to expose aggregates (marble/ granite / terrazzo chips etc.).
